The purpose of this policy is to outline the requirements for accurate and timely completion of the electronic Comprehensive Health Assessment Tool (e-CHAT) and added linked assessments, in order to identify the individual’s needed health services and supports and to guide the development of Healthcare and Medical Emergency Response Plans (MERP) for adults receiving DD Waiver services.

Non-Ambulatory Stipend Policy
The purpose of this policy is for the Department of Health (DOH), Developmental Disabilities Supports Division, (DDSD) to provide a stipend for individuals who are non-ambulatory and receiving Supported Living services through the New Mexico Home and Community Based Developmental Disabilities Waiver (NM DDW) program.

Non-Ambulatory Stipend Procedure
This procedure establishes a process for determining the need for additional staff support for eligible adults who receive Supported Living services. Information provided from the Supports Intensity Scale ® (SIS) assessment, conducted in accordance with 8.134.5.NMAC, is the basis for determining whether an adult receiving Supported Living services through the New Mexico Home and Community Based Developmental Disabilities Waiver (NM DDW) Program requires an increased level of staffing in order to assist with transfers and other activities of daily living.

The purpose of this policy, formerly known as ADM:02:58, is to authorize the Regional Offices to ensure compliance by Developmental disabilities (DD) Waiver community based providers with regulations, service standards, policies, procedures, and Provider Agreement requirements: thereby assuring that quality services are provided to individuals with developmental disabilities, consistent with the Imposition of Administrative Actions, Penalties, and sanctions Against Community Based Agency Providers policy and procedure, commonly referred to as the Internal Review committee policy and procedure: policy number ADM 05:140.
